Sir:

Your Committee on Agriculture, to which was referred S.B. No. 221 entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

The purpose of this measure is to extend the current composition of the agribusiness development corporation's (ADC) board of directors to June 30, 2005, and make an appropriation for various agriculture projects.

Your Committee received testimony in favor of this measure from the Hawaii Farm Bureau Federation, Kauai County Farm Bureau, and Hawaii Agriculture Research Center.

Your Committee finds that the current composition of the ADC board of directors has been effective and efficient in its duties to service and enhance Hawaii's agriculture industry. This measure will provide necessary additional time for the ADC board of directors to fully implement its policies. In addition, your Committee finds that an appropriation for various agricultural projects will further advance Hawaii's growing agriculture industry.

Your Committee has amended this measure by changing the effective date to the date upon approval of this measure.

As affirmed by the record of votes of the members of your Committee on Agriculture that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 221, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 221, S.D. 1, and be referred to the Committee on Ways and Means.
