Sir:

Your Committee on Economic Development and Technology, to which was referred S.B. No. 842 entitled:

"A BILL FOR AN ACT RELATING TO STATE PARKS,"

begs leave to report as follows:

The purpose of this measure is to require the Department of Land and Natural Resources to develop a comprehensive master plan for all state parks, including state beach parks, to guide management decisions about current facilities and resources, and about future developments.

Your Committee received testimony in support of this measure from the Board of Land and Natural Resources, Hawaii's Thousand Friends, and an individual. Your Committee received comments on this measure from the University of Hawaii at Manoa.

Your Committee finds that Hawaii's State Parks showcase Hawaii's finest natural, cultural and scenic resources for the island visitor and island resident alike, while protecting and preserving these resources. A master plan will guide the Department in comprehensively planning the future of a State system of parks, and help improve the recreational educational opportunities they provide.

Your Committee amended this measure by including Irwin Park. The purpose of this amendment is to provide a master plan for Irwin Park and to allow the Department of Land and Natural Resources to guide management decisions about current facilities, resources, and future developments regarding Irwin Park.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 842, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 842, S.D. 1, and be referred to the Committee on Ways and Means.
