Your Committee on Commerce, Consumer Protection and Housing, to which was referred S.B. No. 875 entitled:

"A BILL FOR AN ACT RELATING TO THE PUBLIC UTILITIES COMMISSION,"

begs leave to report as follows:

The purpose of this measure is to authorize a management audit of the Public Utilities Commission (PUC).

The Consumer Advocate and Hawaii Renewable Energy Alliance testified in support of the measure. The PUC submitted comments on the measure.

This measure directs the Auditor to conduct a management audit of the PUC to assess the adequacy of the existing regulatory process to address evolving and increasingly complex regulatory issues. Your Committee finds that a management audit will assist the commission in evaluating the effectiveness of its policies and procedures, as well as those of the Consumer Advocate, and help to identify problem areas that may require corrective action or legislation.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the

intent and purpose of S.B. No. 875 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
