Your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs, to which was referred S.B. No. 896 entitled:

"A BILL FOR AN ACT RELATING TO COUNTY CONSTRUCTION PROJECTS,"

beg leave to report as follows:

The purpose of this measure is to require counties to report to the Department of Budget and Finance regarding contract changes over a certain dollar amount on county construction projects using State or federal funds.

The Department of Budget and Finance submitted testimony supporting the intent of this measure.

Your Committees find that this measure would allow the State to become informed of contract change amounts on State assisted county projects, which will allow the State to better monitor the use of State and federal funds that are allocated to the counties for construction projects.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 896 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
