STAND. COM. REP. NO. 1605

Honolulu, Hawaii

, 2001

RE: S.R. No. 31

S.D. 1

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Economic Development and Technology, to which was referred S.R. No. 31 entitled:

"SENATE RESOLUTION REQUESTING THE GOVERNOR TO REASSESS THE ADMINISTRATIVE PRIORITIES IN HIS EXECUTIVE BUDGET,"

begs leave to report as follows:

The purpose of this measure is to request the governor to reassess the administrative priorities of his executive budget.

Your Committee received testimony opposing this measure from the Department of Budget and Finance.

Your Committee has amended this measure by clarifying that the governor exceeded the executive expenditure ceiling as reported in a January 4, 2001, Star-Bulletin article, and by changing the date by which the governor is to submit the reassessment of administrative priorities to the legislature from March 30, 2001, to April 20, 2001.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 31, as amended herein, and recommends that it be referred to the Committee on Ways and Means, in the form attached hereto as S.R. No. 31, S.D. 1.

Respectfully submitted on behalf of the members of the Committee on Economic Development and Technology,
