Sir:

Your Committee on Economic Development and Technology, to which was referred S.R. No. 44 entitled:

"SENATE RESOLUTION REQUESTING A STUDY RELATING TO THE MANAGEMENT OF THE AHUPUA`A `O KAHANA,"

begs leave to report as follows:

The purpose of this measure is to request a study relating to the management of the ahupua'a 'o Kahana.

Your Committee received testimony in favor of this measure from the Board of Land and Natural Resources, the University of Hawaii Botany Department, 'Ilio'ulaokalani Youth Coalition, and two individuals.

Your Committee finds that the Kahana ahupua'a is important because it is designated a Hawaii Cultural Living Park, it is the only publicly-owned ahupua'a on the Island of Oahu, and is a functioning ahupua'a that includes traditional irrigation systems, taro patches, and fishponds. Presently, and for some years, the management of the resources of the ahupua'a has been divided among numerous federal, state, and county agencies without a comprehensive management plan providing inter-agency coordination. This measure should begin the coordination process to help preserve this important ahupua'a.

Your Committee has amended this measure by making technical, nonsubstantive amendments for clarity.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 44, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 44, S.D. 1.
