Creates the offense of telemarketing fraud.

Authorizes the issuance of general obligation bonds to purchase and redevelop the Molokai Electric Power Plant Site.

RELATING TO LAND USE.

Includes a trespasser entering private land for any purpose in the definition of a recreational user for the purpose of landowner liability.

making an appropriation for the establishment of manufacturing extension programs.

Appropriates funds to the DBEDT for the establishment of manufacturing extension programs in Hawaii. Prohibits state funds from being made available under this Act unless matched, on a dollar-for-dollar basis, by federal funds appropriated for the same purpose.

relating to residential lease-to-fee conversion.

Establishes a fair market value standard (FMVS) for appraising the leased fee interest of condo and co-op housing corporations for leases that do not specify an appraisal standard and for leases on or after effective date of this Act; allows FMVS if lessor and lessee agree for leases prior to date of this Act.
