Codifies confidentiality requirements for applications and records. Conforms voluntary termination procedures. Establishes procedures for branch closings and termination of operations. Authorizes fee changes by rule.

Adds temporary permit to the occupational therapist law for persons who have not yet passed the national examination. Establishes that occupational therapists registered under chapter 457G shall be similarly regarded as an occupational therapist that holds a license.

As to liquor law, clarifies what items shall be included in the investigator's report and to whom a copy of that report shall be furnished; clarifies procedures for protests concerning applications for liquor licenses; clarifies denials in areas near schools and playgrounds.

Qualifies for extended term sentencing criminal offenders who select their victims because of hostility to their race, religion, disability, ethnicity, national origin, or sexual orientation; provides a reporting mechanism to compile, track, and analyze hate crimes data.
