PROPOSING AN AMENDMENT TO ARTICLE I OF THE HAWAII CONSTITUTION, TO ADD A SECTION ON CRIME VICTIMS' RIGHTS.

Proposes an amendment to the state constitution to give crime victims constitutionally recognized and protected rights.

RELATING TO SENTENCING FOR DRUGS AND INTOXICATING COMPOUNDS OFFENSES.

Requires mandatory community-supervision and treatment in lieu of incarceration.

Establishes a permanent drug court in the first circuit court, and appropriates money for drug treatment programs for incarcerated inmates and parolees, and boot camp programs for the treatment of drug offenders.
