A BILL FOR AN ACT

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE 7th representative DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2001-2002.

1. To be expended by the department of accounting and general services:

A. King Kamehameha III

1. Provide electrical upgrades.

2. Install additional outlets.

3. Install an intercom system for safety purposes.

Total funding $327,000

B. Lahaina Intermediate School, Maui

1. Design and construct a new, two-story administration/library/home economics building. $ 1

2. Design and construct an eight classroom building. $ 1

3. Provide a parking lot for teachers. $ 1

4. Provide air-conditioning for the campus. $ 1

Total funding $ 4

C. Kilohana Elementary, Molokai

1. Upgrade electrical system. Install additional receptacles for recently acquired new computers and an electrical systems upgrade because of constant tripping of the circuits. $ 1

2. Renovate cafeteria floor. $ 1

3. Install new partitions between classrooms to reduce the noise for greater concentration among students. $ 1

4. Repair old structure holding up roof. $ 1

5. Construct a covered walkway between classroom and computer classroom. $ 1

Total funding $ 5

D. Maunaloa Elementary, Molokai

1. Renovate parking lot for handicap accessibility, access to playground equipment, and in order to connect two buildings.

2. Install playground equipment. $ 1

Total funding $ 2

E. Kaunakakai Elementary, Molokai

1. Upgrade classrooms to meet preschool standards. $ 1

2. Renovate playgrounds to meet proper regulations. $ 1

Total funding $ 2

F. Lahainaluna, Maui

1. Design and construct new cafeteria. Current cafeteria's very old and too small for student population. $ 1

2. Design and construct locker room student athletes have no option to shower after practices, because there is no lockers. $ 1

3. Design and construct new stadium. There are no softball or baseball fields on the campus. $ 1

4. Install four portable classrooms to accommodate growing student population $ 1

5. Renovate chorus room, to be refurbished into a lecture hall. $ 1

6. Provide drainage and parking lot for new Lahainaluna library. Due to a long bidding process and overbidding, the drainage and parking lot for the library were removed. Because drainage is a critical issue, failure to install drainage may result in denial of a building permit for failure to meet building code specifications, which would forestall construction on the library $ 1

7. Install technology cabling for entire campus. Conduits have been installed to the entire campus. Cabling needs to be pulled and connected to appropriate classrooms and buildings. Only a few buildings are connected to the internet. $ 1

8. Renovate old library (2 classrooms) into classrooms. With the new library scheduled to be built, corners were cut to meet the bid. $ 1

9. Enclose the space below the office building to create needed office space on campus. Currently, the space below has plants. An elevator needs to be built for ADA compliance and for delivery services, since the entrance to the school office is on the second floor. $ 1

G. Lanai High and Elementary, Lanai

1. Provide air conditioning for computer rooms. $ 1

H. Molokai High and Intermediate School

1. Upgrade drainage system (for diversion of water during heavy rains). $ 1

2. Repair project for gym. $ 1

3. Cement refurbishing throughout school where settling creates hazardous walk areas. $ 1

4. Provide lighting in back parking areas. Replace systems in older buildings to energy efficient bulbs. Provide night lights throughout campus, including solar and/or motion sensors. $ 1

5. Provide for asbestos removal. $ 1

6. Replace glass doors for library and R Bldg. $ 1

7. Refurbish basketball courts. $ 1

8. Provide cherry picker for replacement of gym lights. $ 1

Total funding $ 8

2. To be expended by the department of transportation:

A. Manele Harbor, Lanai

1. Provide solar-powered lights with timer. Lights are needed for the last ferry docking after sunset to avoid a potential hazard to debarking passengers and crew. $ 1

Total funding $ 1

SECTION 2. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
