A BILL FOR AN ACT

 

relating to disaster management education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 304, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§304- University of Hawaii disaster management education special fund. (a) There is established in the state treasury a fund to be known as the University of Hawaii disaster management education special fund. Each fiscal year one per cent of the unencumbered and unexpended fund balance at the close of the previous fiscal year from the hurricane reserve trust fund, as established under section 431P-16, shall be transferred to this special fund. Expenditures from the University of Hawaii disaster management education special fund shall be used to develop and conduct educational programs in disaster mitigation, preparedness and technology, response and recovery, and general disaster education, as well as for continuing education and professional development relating to disaster education."

SECTION 2. There is appropriated out of the University of Hawaii disaster management education special fund the sum of $1,000,000 or so much thereof as may be available in the fund for fiscal year 2002-2003 for disaster management education programs at the University of Hawaii.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2002-2003 for disaster management education programs at the University of Hawaii; provided that this appropriation shall be made only if the Hawaii hurricane relief fund is dissolved pursuant to section 431P-16, Hawaii Revised Statutes.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect on July 1, 2002.
