A BILL FOR AN ACT

 

RELATING TO THE HAWAIIAN LANGUAGE COLLEGE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the Hawaiian language college was established at the University of Hawaii at Hilo to serve as a focal point for a statewide effort to revitalize the Hawaiian language through the use and promotion of the study of the Hawaiian language in accordance with the state constitution. The legislature finds that the Hawaiian language college has demonstrated the ability to promote the study of Hawaiian language and culture through a variety of programs serving students from preschool through graduate school throughout the State of Hawaii.

The legislature further finds that the Hawaiian language college has become a national and international model in indigenous language and cultural revitalization and has attracted the interest of students and scholars beyond Hawaii who wish to study indigenous language and cultural development within the structure of the college.

The legislature notes that standard University of Hawaii procedures have tended to underfund the study of the Hawaiian language compared to University of Hawaii funding of the study of English and foreign languages, and that within the University of Hawaii, state promotion of the Hawaiian language has been most successful through special legislative attention.

The legislature believes that proper promotion of the study of the Hawaiian language requires full funding of the historic request outlined in the 1997 University of Hawaii Hawaiian Language Task Force, commissioned by the legislature in 1996, following a strategy of the State providing funding at least equitable to that of University of Hawaii funding of the study of languages other than Hawaiian.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, for the Hawaiian language college at the University of Hawaii at Hilo.

SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
