A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the twenty-eighth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $3,837,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2002-2003 for the following purposes:

1. To be expended by the department of accounting and general services:

A. Dole intermediate school, Oahu

Plans, design, and construction of a 90-foot x 100-foot lighted overflow parking and play area at the rear of the campus between the shop and music buildings.

B. Dole intermediate school, Oahu

Plans, design, and construction to install student physical education lockers.

Plans, design, and construction to install a tartan surface track at Kusunoki field.

Plans, design, and construction to replace the playground equipment, repave the area, and install padded groundcover under the equipment.

Plans, design, and construction to replace the upper playground equipment, repave the area, and install padded groundcover under the equipment.

Plans, design, and construction of a drop-off and drive-through area at the Lehua street entrance, expansion of the parking lot onto the grassy area, and reconfiguration for auto and pedestrian traffic safety.

2. To be expended by the department of land and natural resources:

Kalihi valley natural history park, Oahu

Plans, design, and construction for the development of Kalihi valley natural history park.

3. To be expended by the city and county of Honolulu:

Kalihi street between Monte street and Numana road, Oahu

Plans, design, and construction for asphalt sidewalk improvements on Kalihi street between Monte street and Numana road.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act; provided that no funds appropriated for item (3)(A) shall be expended unless matched by the city and county of Honolulu.

SECTION 3. The appropriation made for the respective capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2005, shall lapse as of that date.

SECTION 4. This Act shall take effect on July 1, 2002.
