HOUSE CONCURRENT

RESOLUTION

 

requesting the departments of business, economic development, and tourism, transportation, and health, working in coordination with hawaiian electric company, to investigate and determine the feasibility of implementing a program similar to the pasadena water & power electric vehicle program in hawaii.

 

 

WHEREAS, the Legislature reaffirms the State's objectives to:

(1) Encourage the design and development of transportation systems sensitive to the needs of affected communities and the quality of Hawaii's natural environment; and

(2) Encourage the development of transportation systems and programs which would assist statewide economic growth and diversification;

and

WHEREAS, in Pasadena, California, Pasadena Water & Power (PWP) electric vehicles (EVs) are gliding quietly on the streets; and

WHEREAS, PWP EVs are helping to fight pollution and raising environmental awareness; and

WHEREAS, PWP's EV Program is designed to demonstrate, facilitate, and explore the use of EVs in a city environment; and

WHEREAS, as a city department, PWP works with other departments, such as the Transportation Department, to augment and continue the momentum in EV use; and

WHEREAS, the EV Program has a fleet of various EV vehicles, including pickup trucks, minivans, and SUVs that are used in a variety of job applications, including transportation engineering, transportation for service representatives, meter reading, overhead/underground power troubleshooting, pickup and delivery services, and public conservation events; and

WHEREAS, Pasadena has 36 chargers at 16 sites, more than most cities, and more are being installed each year; and

WHEREAS, Hawaii's emerging use of EVs, limited-area urban centers, and need to protect its environment from the high concentration of vehicles fueled by gasoline, should be well-suited for a program similar to the PWP EV Program; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Departments of Business, Economic Development, and Tourism (DBEDT), Transportation (DOT), and Health (DOH), in coordination with Hawaiian Electric Company, are requested to investigate and analyze the PWP EV Program and determine the feasibility of implementing a similar program in Hawaii; and

BE IT FURTHER RESOLVED that DBEDT is requested to submit a report to the Legislature on its progress and findings no later than twenty days before the convening of the Regular Session of 2003; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Directors of DBEDT, DOT, DOH, and the President of Hawaiian Electric Company.
