HOUSE RESOLUTION

 

REQUESTING the UNIVERSITY OF HAWAII AT MANOA HAMILTON LIBRARY PRESERVATION DEPARTMENT, in cooperation with the LEGACY FOUNDATION OF THE PACIFIC and other public and private entities, to establish a Hawaii media preservation and technology archiving applications pilot project.

 

WHEREAS, the current state of media in Hawaii, including film, video, local television programming, and audio, is in crisis due to the deterioration and loss of sounds and images, which are part of the unique legacy of Hawaii; and

WHEREAS, in a highly humid, tropical climate like that of Hawaii, deterioration occurs at an even more rapid rate than is normal in other areas; and

WHEREAS, collections belonging to major institutions with some archival resources, such as the University of Hawaii, the Bishop Museum, and Hawaii Public Television, are in danger of deterioration, while those collections belonging to independent producers, community organizations, and individual residents are in even greater danger; and

WHEREAS, if Hawaii aspires to become a center for digital media production and development, with an Asian/Pacific film and digital media orientation, then priority must be given to the preservation of existing Hawaii resources; and

WHEREAS, there is an immediate need to address the deteriorating state of Hawaii's film and other media resources through the creation of a Hawaii film preservation and technology archiving applications pilot project; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, that the University of Hawaii at Manoa Hamilton Library Preservation Department, in cooperation with the Legacy Foundation of the Pacific and other public and private entities, is requested to establish a Hawaii media preservation and technology archiving applications pilot project; and

BE IT FURTHER RESOLVED that the University of Hawaii at Manoa Hamilton Library Preservation Department, in leading the pilot project in association with Legacy Foundation of the Pacific, is requested to address the following needs:

(1) The need to have a comprehensive assessment of media in Hawaii and the creation of a searchable data base of Hawaii media. Efforts should include documentation of what media is in existence and the condition that media is in so that preservation efforts can be prioritized;

(2) The need for proper training in restoration, preservation, and archiving, and the allocation of larger amounts of staff and financial resources to preservation;

(3) The need for the proper storage of media, i.e., the physical site where materials can be safely stored. These sites may serve multiple purposes as a media center and museum facility; and

(4) The need for access to be met through creation of accessible archives, and the creation of projects which give communities the ability to create media;

and

BE IT FURTHER RESOLVED that the University of Hawaii at Manoa Hamilton Library Preservation Department, in leading the pilot project, is requested to target film and other media collections, including such institutions as the University of Hawaii Library Special Collections Branch, the Department of Education Teleschool Branch, the Bishop Museum, Hawaii Public Television, and other large collections of important historical value that make their materials available to large populations of students, scholars, and community users; and

BE IT FURTHER RESOLVED that this body requests that the pilot project be a collaborative effort among private, public, institutional, and individual media collections, including members of Hawaii Media Preservation Network, such as the Legacy Foundation of the Pacific, the University of Hawaii at Manoa Hamilton Library Preservation Department and Library Special Collections Branch, Bishop Museum Archives, Videololo, the Department of Education Teleschool Branch, Hawaii Public Television, the Hawaii Film Institute, CinePic Hawaii, Juniroa Productions, Inc., Na Maka o ka Aina, Victoria Keith Productions, and individual filmmakers, film producers, and archival and other preservation experts; and

BE IT FURTHER RESOLVED that the University of Hawaii at Manoa Hamilton Library Preservation Department is requested to identify other appropriate state, county, and federal agencies that may be willing to provide assistance to the pilot project in the form of staff expertise and other resource support; and

BE IT FURTHER RESOLVED that the University of Hawaii at Manoa Hamilton Library Preservation Department, with the assistance of the Legacy Foundation of the Pacific, is requested to report its findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2003, including on the following:

(1) Progress made on the pilot project;

(2) Recommendations on appropriate state funding and other resource support for the pilot project; and

(3) Any proposed implementing legislation;

and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President and Chairperson of the Board of Regents of the University of Hawaii; the University Librarian at the University of Hawaii at Manoa; the Superintendent of Education; Chairperson of the Board of Education; the President of Hawaii Public Television; the President of the Bishop Museum; the President of the Legacy Foundation of the Pacific; and the President of the Hawaii Media Preservation Network, who in turn is requested to distribute

copies of this Resolution to the members of that network not otherwise listed in this paragraph.
