HOUSE RESOLUTION

 

ReQUESTING the Department of Transportation to specify the use of phenolic laminate toilet partitions and urinal screens in future special provisions, specifications, and proposals for the removal of architectural barriers at State airports.

 

 

WHEREAS, section 10161 of the Department of Transportation's special provisions, specifications, and proposal for the removal of architectural barriers at Kahului, Kapalua West Maui, and Hana Airports, State Project No. AS1080-19 (January 2002) specifies the use of solid polymer toilet partitions and urinal screens—in this case, Dupont's Ultimate Corian System; and

WHEREAS, the cost of solid polymer surfacing is approximately three to four times the cost of phenolic laminate surfacing (e.g., Formica) per square foot, depending on design and installation considerations; and

WHEREAS, the other advantages of phenolic laminate surfacing include easy upkeep, impact resistance, and flexibility—which in turn permits the utilization of seamless designs and makes for easy cleanup; and

WHEREAS, because phenolic laminate surfacing cannot swell or delaminate—unlike one-sided plastic laminate surfacing, and because phenolic surfacing is extremely hard, it is used in industrial buildings and schools; and

WHEREAS, the use of phenolic laminate toilet partitions and urinal screens in future special provisions, specifications, and proposals for the removal of architectural barriers at state airports should be considered if this is cost-effective; and

WHEREAS, the cost of airport improvements are paid from the Airport Revenue Fund, which in turn is supported by landing fees, concession charges, and fuel taxes, the collection of which is being adversely affected by local, national, and international economic conditions; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the Department of Transportation is requested to specify the use of phenolic laminate toilet partitions and urinal screens in future special provisions, specifications, and proposals for the removal of architectural barriers at state airports; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Director of Transportation.
