A BILL FOR AN ACT

 

RELATING TO THE MILLENNIUM WORKFORCE DEVELOPMENT training PROGRAM.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Part V of Act 178, Session Laws of Hawaii 1999, provided funds to establish the millennium workforce development training program to improve the skills of new and existing workers for jobs in new and emerging technology industries. These industries must often import their workers because the State's existing workforce lacks the necessary skills. The legislature finds that the continuation of a state-funded training program would lessen the need to import workers in such fields as biotechnology, health care, information technology, environmental science and technology, and telecommunications. It would also increase the opportunities for Hawaii's residents to move upward in the job market by improving their skills.

The purpose of this Act is to appropriate moneys to continue the millennium workforce development training program.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary, for fiscal year 2001-2002, and the sum of $1, or so much thereof as may be necessary, for fiscal year 2002-2003, to continue the millennium workforce development training program.

SECTION 3. The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
