A BILL FOR AN ACT

 

making an appropriation to establish a transitional Drug Treatment program.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that in many cases drug-offenders are not provided with a facility designed to enable them to reenter into society. Transitional drug treatment programs in both Hawaii and in the mainland have proven to be an effective means by which drug-offenders, with guidance and counseling, reassimilate back into society. The legislature further finds that on the island of Kauai, there is a need for a transitional drug treatment program in order to obtain needed services for drug offenders and prevent crimes and recidivism, which may be the result of drug-use, affecting all citizens of the State. The need for drug-offender services, in part, can be provided through the Kauai Island Ministries Transitional Drug Treatment Program for drug-offenders. Thus, the purpose of this Act is to appropriate funds for the Kauai Island Ministries Transitional Drug Treatment Program.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000, or so much thereof as may be necessary for fiscal year 2001-2002, as a grant-in-aid to the Kauai Island Ministries for its transitional drug treatment program.

SECTION 3. The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
