A BILL FOR AN ACT

 

making an appropriation for the orbits program.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The ORBITS program (Obligation, Restitution, Behavior, Insight, Training, and Success), part of the restorative justice movement in Hawaii, helps to rehabilitate troubled youth who are involved with the juvenile justice system. In addition to making restitution to and learning empathy for the victims of their crimes, youth involved in the ORBITS program also are taught the responsibilities of citizenship.

The legislature finds that the ORBITS program has made great strides since its inception, but that it is in danger of folding due to lack of funds. While the ORBITS program was funded through federal dollars last year, and is expected to be federally funded again next year, there are no funds to operate the program this year.

The purpose of this Act is to provide funding for the ORBITS program to continue to operate until federal funding can again be obtained.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000, or so much thereof as may be necessary for fiscal year 2002-2003, for the operational expenses of the ORBITS program.

The sum appropriated shall be expended by the judiciary for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2002.
