A BILL FOR AN ACT

 

relating to vice-principals.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the current shortage of school administrators can be attributed, in part, to the lack of teachers who are willing to become public school educational officers. This unwillingness is due, in part, to the overwhelming workload shouldered by vice-principals. This overwhelming workload is due, in part, to a current shortage of school administrators. The only way to break this vicious cycle is to lighten the workload of vice-principals by increasing the number of school administrators.

Although there appear to be enough experienced vice-principals to fill vacant and soon-to-be-vacant principal positions, this may not be the case in the future. As the department of education's cadre of vice-principals dwindles, so too will its supply of future principals. Because it takes at least two years to produce a tenured vice-principal, the legislature must act now to ensure that experienced vice-principals will be in position to take command of the State's public schools when the current cadre of principals retire.

The purpose of this Act is to appropriate funds to the department of education for fiscal year 2001-2002 and fiscal year 2002-2003, to provide one permanent, full-time equivalent (1.00 FTE), vice-principal position for every four hundred students in grades pre-kindergarten to twelve.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, and the sum of $          , or so much thereof as may be necessary for fiscal year 2002-2003, to provide one permanent, full-time equivalent (1.00 FTE), vice-principal position for every four hundred students in grades pre-kindergarten to twelve.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
