SENATE CONCURRENT

RESOLUTION

 

CREATING A WORKING GROUP OF REPRESENTATIVES FROM HAWAIIAN ORGANIZATIONS, the department of hawaiian home lands, AND THE DEPARTMENT OF HEALTH TO form a coalition TO PROVIDE BETTER ACCESS TO STATE VITAL STATISTICS RECORDS.

 

 

WHEREAS, bills to provide federal recognition to the Hawaiian people and to encourage self-determination and self-government are pending in the United States Congress; and

WHEREAS, if and when these bills pass, there will need to be some form of enrollment process by which Hawaiians can be recognized as such; and

WHEREAS, access to vital statistics records held by the state Department of Health will be crucial in enabling Hawaiians to enroll themselves to qualify for federal recognition; and

WHEREAS, the Department of Health, the Department of Hawaiian Home Lands, and Hawaiian organizations need to work collaboratively to assess which documents are needed and how they are to be provided; and

WHEREAS, a working group should be established to initiate this assessment; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the Department of Hawaiian Home Lands is requested to form a working coalition to discuss the pending needs of the Hawaiian community in regard to documentation needed to support Hawaiian identity for enrollment qualification for federal recognition and how the State can participate and assist; and

BE IT FURTHER RESOLVED that the members of the coalition should comprised of representatives from the following entities:

(1) The Department of Hawaiian Home Lands;

(2) The Department of Labor;

(3) The Office of Hawaiian Affairs;

(4) The State Council of Hawaiian Homestead Associations;

(5) The O`ahu Council of Hawaiian Civic Clubs;

(6) Ka Lahui Hawai`i;

(7) `Ilio`ulaokalani; and

(8) Other Hawaiian organizations that may contribute to the discussion;

and

BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to report to the Legislature on the progress of the working group no later than twenty days before the convening of the Regular Session of 2003; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission; the Director of Health; the Chairperson of the Office of Hawaiian Affairs; the President of the State Council of Hawaiian Homestead Associations; the President of the O`ahu Council of Hawaiian Civic Clubs, the Kia`aina of Ka Lahui Hawai`i; and the President of `Ilio`ulaokalani.
