SENATE RESOLUTION

 

requesting the SENATE to support economic diversification and technology industry development.

 

WHEREAS, the recent events of September 11, 2001, have again proven that the State's economy is heavily dependent on the tourism industry; and

WHEREAS, technology-based economic development is important to shifting the economic structure of the State and is the fastest growing segment of the economy, steadily producing new jobs and revenue; and

WHEREAS, the Department of Business, Economic Development, and Tourism, the High Technology Development Corporation, Hawaii Strategic Development Corporation, and the Natural Energy Laboratory of Hawaii Authority all support the growth and development of the high technology industry; and

WHEREAS, to ensure the growth and long-term viability of the high technology industry, it is imperative that the Senate continue to support these agencies; and

WHEREAS, the technology agencies aforementioned are supported by general funds and special funds derived from their efficient operations; and

WHEREAS, it is imperative that the State of Hawaii continue to diversify its economic environment and structure, and support the high technology development industry; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, that the special funds of the Department of Business, Economic Development, and Tourism, the High Technology Development Corporation, Hawaii Strategic Development Corporation, and the Natural Energy Laboratory of Hawaii Authority shall not be depleted, but shall be maintained so that they may continue developing the technology industry at a critical time in the State's economy; and

BE IT FURTHER RESOLVED that no budget restrictions or cuts to the program funds of these technology agencies shall be imposed in fiscal year 2002-2003, to ensure that they remain competitive in the global market, and can continue their work to grow and develop Hawaii's technology-based industry; and

BE IT FURTHER RESOLVED that the Senate shall support the development of the technology industry by funding, as appropriate, the program objectives found in the Strategic Objectives 2002-2003, developed in coordination with representatives from the public and private sectors on all islands, including the aforementioned technology agencies; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the Senate and the Department of Business, Economic Development, and Tourism.
