RELATING TO INDEMNIFICATION AGREEMENTS.

Allows the State to enter into an indemnification agreement in connection with a building and construction contract with a planned community association to provide that the State will indemnify the association for losses incurred due to public use.

RELATING TO DISASTER MANAGEMENT EDUCATION.

Authorizes the Hawaii hurricane relief fund to fund disaster management public higher education program at the University of Hawaii.

RELATING TO HAWAII HURRICANE RELIEF FUND.

Effectuates the transfer of the balance of the Hurricane Reserve Trust Fund from the Hawaii Hurricane Relief Fund to the general fund. Immunizes the State, the Hawaii Hurricane Relief Fund, and its officers, agents or employees from liability arising out of any actions relating to the transfer of any moneys from the Hurricane Reserve Trust Fund to the general fund.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Adds new chapter, Uniform Athlete Agents, that establishes service of process procedure for nonresident agents; provides requirements, procedures, and fees for agent registration; required form for agency contract. Establishes student-athlete's right to cancel contract.

RELATING TO LOSS MITIGATION.

Establishes a three-year pilot grant program to encourage the installation of wind resistive devices.

RELATING TO INSURANCE.

Authorizes HEMIC to establish a subsidiary mutual insurance company that provides hurricane insurance. Repeals the Hawaii Hurricane Relief Fund and transfers fund moneys to HEMIC. Requires the Insurance Commissioner to administer a hazard mitigation grant program.

RELATING TO HAWAII HURRICANE RELIEF FUND.

Requires HHRF to develop and implement a two-year pilot program to provide grants to residential property owners for installation of HHRF-approved wind damage mitigation devices that lessen the probability of property loss from strong winds. Appropriates funds.
