RELATING TO A GENERAL EXCISE TAX HOLIDAY.

Establishes an annual general excise tax holiday for consumers and businesses that sell clothing under $100; provided that federal legislation is enacted that fully reimburses the State for taxes not collected under this Act.

RELATING TO TAXATION.

Establishes a tax credit for revitalization of older commercial facilities. Also increases the standard deduction and provides a low income tax credit.

RELATING TO AN EXTENSION OF THE RESIDENTIAL CONSTRUCTION AND REMODELING INCOME TAX CREDIT.

Extends the benefits of the nonrefundable 4 % residential construction and remodeling income tax credit to costs incurred to December 31, 2005.

RELATING TO MOTION PICTURE AND FILM PRODUCTION.

Allows the tax credit for motion pictures, television films, or commercials to include up to 22 per cent of the costs of wages and salaries.
