Allows veterans to select more than one category of war or conflict with the use of decal stickers as an option to permanent imprint on license plate.

Requires driver of vehicle to properly restrain children 4 through 6 years of age in a booster seat.

Defines "vehicle identification number" in chapter 286, HRS, to mean either the federal vehicle identification number or a number assigned by the county director of finance to a custom vehicle.

Provides a tax credit for the purchase of child booster seats.
