Bans the use of hand held cellular phones while driving.

RELATING TO USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Specifies that a person who refuses a test for intoxication is ineligible for a conditional driving permit under administrative driver revocation.

Distinguishes the examination, licensing and operation of mopeds from that of motor scooters and motorcycles.

RELATING TO COMMERCIAL DRIVER'S LICENSING.

Waives knowledge and skill tests for persons with valid commercial driver's licenses issued by another state or a Canadian province.

Modifies commercial driver licensing laws so they conform to new federal standards, regulations and penalties pertaining to railroad-highway grade crossings for commercial motor vehicles.
