RELATING TO THE FARMERS' MARKET.

RELATING TO PRESCRIPTION DRUGS.

Establishes pharmaceutical discount program for all state residents under which State obtains manufacturers' rebates on drugs that are offered at discounted prices to program participants. Provides reimbursement to participating pharmacists. Establishes advisory commission and special fund. (SD1)

RELATING TO SMALL BUSINESS.

Amends the definition of "small business" to mean an enterprise with fewer than one hundred employees; allows the small business regulatory review board (Review Board) to nominate replacement board members; allows the Review Board to elect the chairperson of the board; and removes the requirement that members of the Review Board come from size-defined businesses. RELATING TO HIGH TECHNOLOGY TAX INCENTIVES.

RELATING TO HIGHER EDUCATION.

Repeals the HOPE endowment special fund and transfers the remaining balance to the University of Hawaii tuition and fees special fund to be used for programs to support underrepresented students and promote diversity. (SD1)

RELATING TO REHIRING RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATION.

Allows the DOE to rehire teachers who have been retired for at least one year. (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Appropriates funds for additional auditors, support staff, and initial one-time equipment start-up costs at DOE. Requires DOE to obtain a federal government opinion when access by the state auditor to DOE records may be restricted by federal law and if access is not permitted within a certain time period or is denied, requires the DOE to examine the records and compile a report of all information for the auditor. RELATING TO PRESCRIPTION DRUGS.

Establishes the Medicaid prescription drug expansion program to offer discounted prescription drugs to qualified individuals whose income is at or below 300 per cent of the federal poverty level; establishes the Medicaid prescription drug rebate special fund to receive all rebates from pharmaceutical manufacturers from the prescription drug expansion program; appropriates funds for rebates and administration of the program; and allows general fund to be reimbursed from manufacturers rebates if funds are sufficient. RELATING TO TAXATION OF PERSONS WITH IMPAIRED SIGHT OR HEARING OR WHO ARE TOTALLY DISABLED THAT ARE ENGAGED IN BUSINESS.

Provides the same general excise tax benefits to persons with impaired sight, hearing, or who are totally disabled regardless of the entity in which they choose to do business. (SD1)

RELATING TO HEALTH.

Determines how moneys in the hospital and medical facilities special fund are expended. Limits amount to be spent on education. Returns amounts in excess of $          to general fund annually. Requires that fines for violations of the adult residential care home licensing law be deposited to the general fund. Allows establishment of county or regional hospital systems; requires report to 2003 legislature on any systems established; appropriates $49 million to Hawaii Health Systems Corporation to support start-up costs of separate systems. Authorizes issuance of general obligation bonds of $38 million for Maui Memorial Medical Center and $20 million for Hilo Medical Center. (SD1)

RELATING TO PUBLIC WORKS PROJECTS.

Maintains a fair public works bidding process by clarifying that chapter 104 applies regardless of whether prevailing wage, overtime, and other requirements are stated in a contract or specifications, and that omission from a contract cannot be used as a defense by a contractor who is found in violation. (SD1)
