Prohibits the use of a mobile telephone while operating a moving school vehicle except in the case of an emergency. Defines "emergency" and "mobile telephone".

RELATING TO TRAFFIC ENFORCEMENT.

Provides that no conviction for a violation of speeding initiated by the use of a photo speed imaging detector system shall appear on a person's record, unless it is for driving 25 mph more than the posted speed limit.

RELATING TO LAND USE.

Authorizes the State, after fulfilling certain conditions, to sell public lands in North Kona for the development of the Kona Entertainment Center; places net proceeds from the sale into the newly created University of Hawaii West Hawaii campus special fund to be used to fund costs related to the development of the West Hawaii campus. RELATING TO THE JUNIOR RESERVE OFFICERS' TRAINING CORPS.

Appropriates funds for JROTC programs at Kealakehe and Waiakea High Schools.

RELATING TO MEDICAID.

Raises medicaid eligibility to 300% of federal poverty level for Hawaii. Requires DHS to enroll all public employees, retirees, and uninsured residents otherwise eligible. Adopts all optional services. Replaces 1115 waiver with the Health Insurance Flexibility and Accountability demonstration initiative.

Provides for the regulation of privatization contracts, including providing for a review of contract costs, monitoring and enforcement of privatization services, and public access to information.
