A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the forty-fifth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004.

1. To be expended by the department of accounting and general services:

A. Waianae High School.

Increase the size of the cafeteria.

B. Waianae High School.

Modify bathrooms and health room for

compliance with Americans with

Disabilities Act requirements.

Design and construction $ 1

C. Waianae High School.

Repair water fountains.

Construction $ 1

D. Waianae High School.

Air condition the school.

Design and construction $ 1

E. Waianae Intermediate School.

Upgrade building facilities for electrical

upgrade.

G. Waianae Elementary School.

Widen all school sidewalks to accommodate

two direction passing of two classes and

wheelchairs.

I. Kamaile Elementary School.

Remove exterior drinking fountain and

install one multi-handwash basin station

at cafeteria for student health and hygiene.

of Building D to accommodate preschool and kindergarten students.

basketball courts next to Leihoku

Q. Trade school on the Waianae coast.

Design and construction of a trade school

which shall provide financial aid services,

similar to those provided at other educational

institutions such as the University of Hawaii.

The trade school may also be funded with private

funds.

Build football/soccer field.

S. Waianae Coast Comprehensive Health Center.

Expansion of medical facility by 20,000

square feet for primary care services,

such as pediatric care, specialty services,

and family medicine. State funds are matching

funds for federal and private sector funding.

T. Waianae Coast Comprehensive Health Center.

Emergency preparedness safety and security

improvements.

Upgrade emergency power generator $ 400,000

Renovate emergency room entrance $ 200,000

Upgrade/expand security cameras and

monitors $ 20,000

Installation of metal detector $ 25,000

Installation of automated security gates

with control booths and tire guards $ 60,000

Purchase of two patrol golf carts $ 16,000

Installation of potable water storage $ 120,000

Construction of mail receiving station $ 25,000

Installation of hazardous materials

decontamination shower $ 8,000

Installation of ventilator $ 7,000

Construction of fire break road $ 65,000

Total funding $ 946,000

2. To be expended by the department of transportation:

A. Jade Street and Lahaina Street intersection traffic improvements.

Construction of a four-way stop at

the intersection of Jade Street and

Lahaina Street.

Design and construction $ 1

Total funding $ 1

B. Ala Hema Street and Farrington Highway

intersection traffic improvements.

Installation of a traffic light and crosswalk

at the intersection of Ala Hema Street and

Farrington Highway.

Design and construction $ 1

Total funding $ 1

C. 84-390 Jade Street, fronting Leeward Integrated Health Services, Inc.

Construction of traffic lights and

bus stop.

Design and construction $ 1

Total funding $ 1

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2003.
