HOUSE OF REPRESENTATIVES

H.C.R. NO.

TWENTY-SECOND LEGISLATURE, 2003

STATE OF HAWAII

HOUSE CONCURRENT

RESOLUTION

REQUESTING THE UNIVERSITY OF HAWAII TO ACTIVELY RECRUIT NONRESIDENT STUDENTS.

WHEREAS, nonresident students of local institutions of higher education may be viewed from a strictly economic standpoint as low-impact "semi-permanent tourists" who contribute to the State's economy on a year-round basis; and

WHEREAS, some of the private institutions in this State are proof of the economic benefits of enrolling significant numbers of nonresident students; and

WHEREAS, some of these institutions visit countries worldwide, sending representatives to scheduled events in countries throughout Asia, Europe, the Middle East, Africa, North and South America, and Australia, resulting in an international student population of over 2,100 students from more than 100 countries, with many new countries being added to the list each semester; and

WHEREAS, the University of Hawaii is the largest institution of higher education in the State, with a mission to educate the resident students of the State; and

WHEREAS, the University of Hawaii serves as an economic stimulus to the State in a variety of ways; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that the University of Hawaii is respectfully requested to actively recruit nonresident students to the fullest extent possible without displacing qualified resident students seeking admission; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii and the Chairperson of the Board of Regents.
