SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE ESTABLISHMENT OF A TASK FORCE ON GRADUATED PARENTING.

 

WHEREAS, with each stage of a child's development, parenting approaches must change to accommodate new responsibilities and challenges; and

WHEREAS, understanding these developmental issues and having the necessary skills and information to successfully raise a child becomes particularly critical as a child transcends from preschool to elementary school, from elementary school to middle school, and from middle school to high school; and

WHEREAS, presently, there is no widely available program that teaches child development and parenting skills to persons interested in learning how to appropriately parent, relative to a child's stage of development; and

WHEREAS, parents and other adults with childrearing responsibilities would benefit from readily available or accessible information and training related to child development and parenting; and

WHEREAS, the public schools would be appropriate and convenient settings in which to operate such programs; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the Department of Health is requested to convene a task force to develop a plan for a graduated parenting program in the public schools; and

BE IT FURTHER RESOLVED that the task force shall be comprised of representatives from the Department of Health, Department of Education, Department of Human Services, University of Hawaii Center on the Family, Good Beginnings Alliance, Hawaii State Parent, Teacher, Student Association, Hawaii Association of Independent Schools, West Hawaii Family Center, Molokai Family Support Center, Kaneohe Community Family Center, KEY Project Family Center, Kuhio Park Terrace Family Center, Hale Halawai Ohana O Hanalei, PARENTS Inc., and Hawaii Children's Trust Fund; and

BE IT FURTHER RESOLVED that the task force shall submit its findings and recommendations to the Legislature no later than twenty days before the convening of the regular session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Superintendent of Education, Director of Human Services, University of Hawaii Center on the Family, Good Beginnings Alliance, Hawaii State Parent, Teacher, Student Association, Hawaii Association of Independent Schools, West Hawaii Family Center, Molokai Family Support Center, Kaneohe Community Family Center, KEY Project Family Center, Kuhio Park Terrace Family Center, Hale Halawai Ohana O Hanalei, PARENTS, Inc., and Hawaii Children's Trust Fund.
