SENATE CONCURRENT

RESOLUTION

 

URGING THE GOVERNOR AND THE DIRECTOR OF TRANSPORTATION TO REPLACE CURRENT THIRTY-DAY REVOCABLE LEASES OFFERED TO FACILITIES AT THE STATE'S SMALL AIRPORTS WITH MARKET STANDARD LEASES.

 

WHEREAS, Hawaii is an island state where maintaining travel links between the islands is critical; and

WHEREAS, because of the geographic separation between islands, air transport has proven to be the most viable and feasible form of transport from one island to another; and

WHEREAS, Hawaii's small airports, such as Upolu Airport, Waimea-Kohala Airport, Port Allen Airport, Hana Airport, Kapalua Airport, Kalaupapa Airport, Dillingham Airfield, and Kalaeloa Airport serve a very important function in maintaining travel links between islands in the State; and

WHEREAS, the small airports and the various facilities, such as flight schools, air carriers, maintenance shops, and other establishments, are currently subject to thirty-day revocable leases, which creates a burden for facilities at small airports; and

WHEREAS, it is in the interest of the State to maintain and support the operation of Hawaii's small airports by offering more flexible and favorable lease terms; now, therefore,

BE IT RESOLVED the Senate of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the Governor and the Director of Transportation are strongly urged to consider the offering of market standard leases to all facilities at small airports in the State; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Director of Transportation.
