SENATE RESOLUTION

 

REQUESTING THE ESTABLISHMENT OF A "STATE CAPITOL MURAL ART BY STUDENTS" PROJECT TO HANG OR PAINT student MURALS ON THE WALLS OF THE STATE CAPITOL.

 

WHEREAS, murals are a unique form of art that is larger than life, not only in size but because a mural can convey a message; and

WHEREAS, the practice of mural making has been connected to positive youth outcomes in educating, inspiring, and empowering local teens by teaching community history, culture, and traditions; and

WHEREAS, the planning of a mural requires research into the theme or message, and coordination among several artists, which are useful skills for school students to learn; and

WHEREAS, murals have the power to instill emotions, such as curiosity, happiness, and anger; and

WHEREAS, murals can awaken our conscience and stir our hearts; and

WHEREAS, murals can convey a sense of belonging, peace, security, hope, and love; and

WHEREAS, the State Capitol building is almost devoid of mural art in the halls and conference rooms; and

WHEREAS, the State Capitol is an ideal place for school students to display their art, which has been done from time to time with conventional paintings; and

WHEREAS, mural hangings on the walls of the State Capitol would beautify the building, and would be a public symbol of the commitment of the Legislature to education, culture, art, history, and youth development; and

WHEREAS, the State Foundation on Culture and the Arts has the statutory responsibility to display student art works in public buildings, sponsor student art displays, promote arts education, and encourage the development of creative talent among the young people of Hawaii; and

WHEREAS, the Department of Education is part of the Hawaii Arts Education Partners, a consortium of the Department and the Colleges of Education and Arts and Humanities of the University of Hawaii at Manoa, and the Hawaii Alliance for Art Education, to implement the Hawaii arts education strategic plan; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, that the State Foundation on Culture and the Arts and the Department of Education, are requested to establish a "State Capitol Mural Art by Students" project to display student murals on the walls of the State Capitol building; and

BE IT FURTHER RESOLVED that each public middle and high school be allowed to participate in the project, perhaps on a rotating basis at regular intervals with mural art displayed from a particular school on a particular wall for a particular time period; and

BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts and the Department of Education report to the Legislature not later than March 1, 2004, on their plans and progress to implement the State Capitol Mural Art by Students project; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of the State Foundation on Culture and the Arts, Board of Education, and Superintendent of Education.
