REQUESTING THE ESTABLISHMENT OF A "STATE CAPITOL WORKS OF ART BY STUDENTS" PROJECT TO DISPLAY student WORKS OF ART ON THE WALLS OF THE STATE CAPITOL.
WHEREAS, large-scale collaborative works of art provide an opportunity to convey a message or theme through various media in a form that is larger than life; and
WHEREAS, the collaborative art projects have been connected to positive youth outcomes in educating, inspiring, and empowering local teens by teaching community history, culture, and traditions; and
WHEREAS, the planning of a large-scale collaborative artwork requires coordination among several artists, which are useful skills for students to learn; and
WHEREAS, large-scale collaborative works of art have the power to evoke emotions, such as curiosity, happiness, and anger, awaken our conscience, stir our hearts, and convey a sense of belonging, peace, security, hope, and love; and
WHEREAS, the State Capitol is an ideal public place for the display in the hallways and legislative conference rooms of large-scale student works of art, which has been done from time to time with conventional paintings; and
WHEREAS, large-scale works of art hanging on the walls of the State Capitol would not only beautify the building, but represent public commitment by the Legislature to education, culture, art, history, and youth development; and
WHEREAS, the State Foundation on Culture and the Arts has the statutory responsibility to display student art works in public buildings, sponsor student art displays, promote arts education, and encourage the development of creative talent among the young people of Hawaii; and
WHEREAS, the Department of Education is part of the Hawaii Arts Education Partners, a consortium of the Department and the Colleges of Education and Arts and Humanities of the University of Hawaii at Manoa, and the Hawaii Alliance for Art Education, to implement the Hawaii arts education strategic plan; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, that the State Foundation on Culture and the Arts and the Department of Education, are requested to establish a "State Capitol Works of Art by Students" project to display large-scale collaborative student works of art on the walls of the State Capitol building; and
BE IT FURTHER RESOLVED that each public middle and high school be allowed to participate in the project, perhaps on a rotating basis at regular intervals with students' works of art displayed from a particular school on a particular wall for a particular time period; and
BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts and the Department of Education report to the Legislature not later than March 1, 2004, on their plans and progress to implement the State Capitol Works of Art by Students project; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of the State Foundation on Culture and the Arts, the Comptroller, and Superintendent of Education.
