MAKING AN APPROPRIATION FOR SENIOR HOUSING SECURITY.

Appropriates funds for senior housing security.

SB 1661

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Amends Act 100, SLH 2001, to require the Housing and Community Development Corporation of Hawaii to complete the construction of the Villages of Kapolei within five years of effective date of this Act, and to coordinate with the City and County of Honolulu to implement recommendations of private traffic study.

RELATING TO DISCRIMINATION IN REAL PROPERTY.

Prohibits owners, lessors, or others offering to lease housing accommodations from discriminating against potential tenants who are recipients of federal section 8 tenant-based housing assistance or any other federal, state, or county housing subsidies.

RELATING TO CONVEYANCE TAX.

Redistributes the Conveyance Tax revenues by reducing the amount designated to the Natural Area Reserve fund from 25% to 12 1/2% and dedicates 12-1/2% to the Housing and Community Development Corporation of Hawaii for programs for the homeless.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Allows the Housing and Community Development Corporation of Hawaii's Board to set the salaries of the Executive Director and the Executive Assistant, subject to the approval of the Governor.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Repeals the Alteration Revolving Loan Fund and the Hawaii Development Revolving Loan Fund, and transfers the balances to the general fund.

RELATING TO EARNED INCOME DEDUCTION FOR PUBLIC HOUSING RENT CALCULATION.

Requires the HCDCH to adopt a written policy to deduct 25 per cent of earned income when calculating a families rent for federal low-income housing.

RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Restores limitations upon appropriations from the Hurricane Reserve Trust Fund that were repealed by Act 179, SLH 2002. Repeals the Act's grant of immunity from liability for transfers of HRTF moneys to the General Fund. Authorizes an action for breach of trust.

RELATING TO THE HAWAII HURRICANE RELIEF FUND

Appropriates moneys to fund the hazard mitigation grant program established under Act 179, Session Laws of Hawaii 2002. Allows appropriated funds to be used for grants issued from January 1, 2002.

MAKING AN APPROPRIATION FOR THE LOSS MITIGATION GRANT PROGRAM.

Appropriates $3,500,000 in FY2003-2004,and $2,500,000 in FY2004-2005, from interest income transferred from the hurricane reserve trust fund to the general fund under Act 179, SLH 2002, to fund the loss mitigation grant program established under the Act. Allows appropriated funds to be used for grants issued from January 1, 2003.
