RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM.

Amends HRS §§ 235-102.5 and 312-3.6(a) to provide a check-off box on state individual income tax returns to allow the public to support the Hawaii state public library system.

RELATING TO EDUCATION.

Allows the University of Hawaii, on a school-by-school basis, to delegate to certificated public schools the responsibility for determining which of the public schools' students may be admitted to the University of Hawaii without the need for entrance or placement examinations, or both.

RELATING TO EDUCATION.

Establishes a state P-20 council to provide the high-level leadership, resources, and commitment needed to keep the P-20 initiative on course and focused upon its common goals.

RELATING TO EDUCATION.

Creates the Council on Education Data and Accountability Indicators to provide independent indicators and assessment of educational achievement within Hawaii's public education system, from pre-kindergarten through grade 20.

RELATING TO TORTS.

Authorizes the Attorney General to defend an educational officer in any civil or criminal action against the educational officer for acts or omissions within the scope of employment.

RELATING TO EDUCATION.

Allows an administrative hearings officer to impose administrative penalties and fines on a truant child, and the father, mother, guardian, or other person having charge of the truant child.

RELATING TO SCHOOL REPAIR AND MAINTENANCE.

Appropriates funds for a grant-in-aid to Helping Hands Hawaii for the school repair and maintenance fund. Appropriates funds for a position with the DAGS to coordinate the public and private efforts to repair and maintain public schools.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE REPAIR AND MAINTENANCE OF STATE EDUCATIONAL FACILITIES.

Authorizes and appropriates $100,000,000 in general obligation bonds to be deposited into the State Educational Facilities Repair and Maintenance Account.
