SB 1017

RELATING TO EDUCATION.

Allows the DOE to provide suitable student transportation to and from not-for-profit private and sectarian elementary schools and secondary schools, provided that eligibility for such transportation has been determined in a nondiscriminatory manner on the basis of neutral, secular criteria.

RELATING TO THE BOARD OF EDUCATION.

Requires the BOE to be composed of 17 voting members elected in a nonpartisan manner by the qualified voters of the respective school board districts, as provided by law. Requires each school board district to be composed of 3 representative districts.

RELATING TO THE DEPARTMENT OF EDUCATION.

Requires the DOE to pay all new hires within two pay periods. Provides that if DOE fails to timely pay new hires, the DOE may pay partial wages.

SB 24

RELATING TO EDUCATION.

Establishes that salary schedules of principals and vice-principals of public high schools and K-12 schools shall be based on a twelve-month term of service. All other educational officer salary schedules shall be based on a ten-month term of service. Principals and vice-principals who commit to five years of service shall receive a retention bonus in an amount set by the Board of Education. Provides that this Act shall not impair contracts existing prior to its enactment in violation of Hawaii Constitution and United States Constitution.

RELATING TO EDUCATION.

Requires the DOE to: provide students with textbooks, workbooks, equipment, apparatus, and other supplies; and provide each principal with $250 per teacher to reimburse teachers' out-of-pocket expenses for supplies, necessary for students to perform the required school work and master the curriculum.

RELATING TO CHARTER SCHOOLS.

Establishes the charter school education agency to be administratively attached to the BOE; provides for an executive director and staff for the office; requires BOE to submit a budget that provides equal per pupil funding as that of DOE schools; requires moneys for charter schools to be appropriated through EDN 110 -- charter schools.
