RELATING TO EDUCATION.

PART I: Changes the minimum age for entering kindergarten from age 5 by 12/31 to age 5 before 10/16 beginning with the 2005-2006 school year and age 5 before 8/1 beginning with the 2006-2007 school year; requires public schools provide pre-kindergarten programs within available resources; allows placement for kindergarten and pre-kindergarten outside school district.

PART II: Establishes a statewide consolidated textbook and instructional materials list for use within each school complex; allows department of education to enter into cooperative purchasing agreements for textbooks to achieve economies of scale; allows parents to purchase textbooks at department price; allows department to assess a textbook and instructional materials fees on students; establishes fees and process for textbook replacements.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 213, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
