Allows the Insurance Division to continue its work on the liquidation of the Hawaii Dental Health Plan, and to protect the public from the risks associated with the financial failure of dental service organizations and corporations.

Appropriates funds for the University of Hawaii to hire teachers to provide teacher training for UH Manoa and UH Hilo instructional faculty.
