RELATING TO EMPLOYMENT. Requires public employers to provide at least two hours of paid leave during normal business hours to attend either a mutually-scheduled parent-teacher conference for the employee's minor child, or a mutually-scheduled parent-caregiver conference for a pre-school aged child attending a licensed group child care center. Clarifies that the employee may take leave for no more than four mutually-scheduled conferences per child in a calendar year. Clarifies that travel time be included as part of the two hours permitted for each conference. Clarifies that the provision of paid leave not adversely interfere with the operations of the work unit nor require the applicable agency to incur additional human resources or overtime costs. |

RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS. Establishes a schedule of caps on the base monthly employer contributions for health benefit plans for employee-beneficiaries effective July 1, 2004; requires the base composite monthly contribution to be adjusted annually beginning July 1, 2005; appropriates 12.5 million for additional employer contributions for retiree health benefits. |

Mandates establishment of a Hawaii procurement institute to develop an acquisition workforce, improve the procurement laws, and provide contractor education and training; allows the selection committee to rank professional services contract applicants and thus select the person offered the contract; requires that only professional contracts exceeding $25,000 be posted electronically; requires a DAGS study of preferences and set-asides for small business and other groups, and proposed legislation for the 2004 regular session; provides a separate section for procurement of design professional services through procedures that meet federal standards. |

RELATING TO TELECOMMUNICATIONS RELAY SERVICES. Authorizes PUC to establish a surcharge to collect customer contributions for telecommunications relay services; updates the law to conform to FCC terminology and definitions; removes outdated provisions; repeals the requirement that PUC expedite to the greatest extent possible, ratemaking for specialized services for the deaf, hearing impaired, or speech impaired. |
