RELATING TO CHILDREN.

Requires, rather than allows, the use of ohana conferences for family decision making in the preparation of a service plan before placing a child in foster care, which is to include a discussion of the feasibility of placing the child with a member of the child's extended family.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Allows the Housing and Community Development Corporation of Hawaii's Board to set the salaries of the Executive Director and the Executive Assistant, subject to the approval of the Governor.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Repeals Alteration Revolving Loan Fund and The Hawaii Development Revolving Loan Fund, and transfers the balances to the general fund.

RELATING TO HOUSING PRACTICES.

Prohibits discrimination against prospective tenants by landlords based on source of income. Also requires the HCDCH, as a public housing agency, to partner with landlords in order to increase participation in rental assistance programs.

Transfers administration of the funds received from the surcharge for indigent legal services from the administrative director of the courts to the office of community services.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Allows unannounced inspections of adult residential care homes and expanded adult residential care homes by department of health. Requires director of health to adopt rules.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Creates Type IA adult residential care homes in which no more than 2 residents require nursing facility level care; allows more upon DOH discretion. Conditions issue of Type IA license on meeting training and staffing requirements and terminates license upon discharge or transfer of such residents.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Provides that the department of health shall license and regulate community care foster family homes as of July 1, 2003.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Creates liability and homeowner's insurance premium and claims payment special fund in DOH to pay premiums for ARCH operators who cannot afford liability or homeowners' insurance; also pays for damage caused by State clients in ARCHs without adequate insurance. Appropriates $      and $        in FY 2003-2004.
