Requires the department of human services to increase medicaid provider reimbursement payments to more closely approach the actual cost to providers of providing quality health care, and, in calculating reimbursement to providers, to include adjustments for inflation and return on equity to the fullest extent allowed and retain the grandfathered capital component without modification.
