Requires the department of human services to provide presumptive Medicaid or QUEST coverage to Medicaid eligible pregnant women.

MAKING AN APPROPRIATION TO HIRE PUBLIC HEALTH NURSES FOR EARLY INTERVENTION SERVICES FOR INFANTS AND TODDLERS WITH SPECIAL NEEDS.

Appropriates funds for additional public health nurses for early intervention services for infants and toddlers with special needs.

RELATING TO THE TOBACCO SETTLEMENT MONEYS.

Increases the portion of tobacco settlement moneys going into the Hawaii tobacco prevention and control trust fund from 12.5% to 25% and decreases the portion going to the emergency and budget reserve fund from 24.5% to 12%.

Requires the DOH to conduct criminal history record checks of operators and employees of skilled nursing facilities, intermediate care facilities, adult residential care homes, adult foster homes, and assisted living facilities; requires the DHS to conduct checks on adult day care centers.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Codifies licensing qualifications and personnel, staff, and family requirements for Type I and Type II ARCHs and expanded ARCHs. Allows unannounced inspections of ARCHs during or outside normal business hours.

MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF HEALTH, HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT (HIPAA) COMPLIANCE.

Appropriates funds for an emergency appropriation ($2,179,400) for compliance with the federal Health Insurance Portability and Accountability Act of 1996.
