RELATING TO THE WEED AND SEED PROGRAM.

Expands the current weed and seed program with the Department of Public Safety and nonprofit corporations.

RELATING TO COURT APPOINTED COUNSEL.

Increases the hourly rate of compensation and certain maximum fees for court appointed counsel to correspond with federal rates.

RELATING TO CRIME VICTIM COMPENSATION.

Exempt government records of the Crime Victim Compensation Commission from the Uniform Information Practices Act; allow funds from nonpayable restitution to be used for crime victim compensation, rather than escheating to the State; allow commission to transfer compensation awards to minors under the Uniform Transfers to Minors Act; give commission authority to expand coverage for mental health services; rename the "pain and suffering" award to more clearly reflect the purpose of the award; and require the judiciary to transmit an annual report to the legislature per progress in meeting the requirements of Act 206, Session Laws 1998.

MAKING AN APPROPRIATION FOR TWO COUNSELORS TO TREAT WOMEN INCARCERATED FOR DRUG-RELATED OFFENSES ON MAUI.

Appropriates $100,000 in both fiscal years 2003-2004 and 2004-2005 for two counselors on Maui to treat women incarcerated on drug-related offenses.

RELATING TO CORRECTIONS.

Establishes a prison work furlough program to provide job training, rehabilitation, and reintegration into society of eligible incarcerated persons; establishes a prison work release program to provide employment training for inmates; makes appropriation to expand programs.
