RELATING TO TRANSPORTATION.

Authorizes vehicle forfeiture for street racing offense committed within 5 years of a prior conviction. Clarifies that forfeiture applies to vehicles owned by drivers' parents, where drivers are minors.

RELATING TO HIGHWAYS.

Authorizes department of transportation to remove obstructions that block or interfere with traffic or endanger public safety on state highways. Limits liability for damage to personal property. (SD1)

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Requires all drivers under age eighteen to be accompanied by a licensed driver over age twenty-one when driving between 10:00 p.m. and 4:00 a.m., subject to exceptions. (SD1)

RELATING TO KAHO`OLAWE ISLAND RESERVE.

Requires that the Kaho`olawe Island Reserve Commission provide the legislature with a master plan, by August 1, 2003, for the Navy's transfer of administrative authority over the island to KIRC. (SD1)

RELATING TO HALFWAY HOUSES.

Requires informational meetings as part of the county zoning permit process for group living facilities housing people released from correctional facilities and other institutions. (SD1)

RELATING TO ORGANIC LABELING.

Prohibits the labeling of agricultural products as "organic" unless the method of production has been so certified. Requires certifying agents to register and be accredited by the USDA. Establishes administrative penalties. (SD1)

RELATING TO ELECTIONS.

Requires all candidates for the state senate and the state house of representatives to file electronic campaign financing reports. Provides an exception for candidates who lack reasonable access to an Internet-ready computer or the capability to electronically file. Increases criminal penalties for candidates and committees that show a significant pattern of abuse and violation of campaign spending laws. (SD1)

RELATING TO CONSERVATION OF AQUATIC LIFE, WILDLIFE, AND LAND PLANTS.

Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use.

Requires landowner of a potential native Hawaiian historical site on private property to obtain prior approval of the department of land and natural resources before conducting certain activities on the land; specifies procedures; defines "potential native Hawaiian historic site." (SD1)

RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS.

Provides that meetings of any vision team created or authorized to be created by charter, ordinance, or by the request or order of a county executive, to provide a vision in the development of public facilities and improvements requiring the expenditure of specific sums of public funds for these facilities and improvements are subject to chapter 92, Hawaii Revised Statutes.
