Allows an administrative hearings officer to impose administrative penalties and fines on a truant child, and the father or mother, guardian, or other person having charge of the truant child.

RELATING TO INDIGENT CRIMINAL DEFENDANTS.

Provides when indigent criminal defendants may request counsel, be notified of right to counsel, and what is included in the representation by counsel.

RELATING TO CHAPTER 711, HAWAII REVISED STATUTES.

Redefines the offense of disorderly conduct. Expands scope of violation of privacy to include recording or broadcasting a person's intimate area underneath clothing while in a public place, without that person's consent.

RELATING TO SEXUAL ASSAULT.

Makes permanent the offenses of sexual assault in the 1st degree and sexual assault in the 3rd degree for persons who knowingly engage in sexual penetration with minors at least 14 years old but less than 16 years old, if the offender is not less than 5 years older than and is not married to the minor.

RELATING TO MOTOR VEHICLES.

Exempts motor vehicle rental companies that periodically ship 10 or more vehicles between the islands or from the State from the requirements for removing and shipping vehicles.

Restores language regarding the illegal display or possession of a fictitious or fraudulent driver's license and language regarding use of false or fictitious names in applications for driver's licenses that was mistakenly repealed.

Allows a person who does not have a social security number to obtain a driver's license with adequate proof of legal presence.
