Provides temporary health insurance for unemployed person who lost their health insurance.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Restores the method used to calculate a member's average final compensation. Sets salary range of ERS administrator outside of the range established for deputy directors. Allows for computation of ERS allowances effective the first day of each month except for December. Clarifies language regarding payment of pension upon the death of a pensioner. (HB553 HD2)

Allows a licensed emergency medical technician employed with the City and County of Honolulu to receive a state retirement pension after twenty-five years of service. (HB507 HD3)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Changes for legislative officers appointed after June 30, 2003, the basis for calculating retirement allowances from three and one-half percent per year to two percent, and applies an age reduction penalty for those retiring before age 55. (HB403 HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the ERS to pay interest on the retroactive amount due retirees whose pensions are not finalized within six calendar months following the month of retirement. Authorizes the ERS to assess the employing agency a late fee for each month of delay in reporting unused sick leave balances, lump sum vacation payments and other pertinent information (e.g., breakdown of retroactive payments) needed to finalize a retiree's pension. RELATING TO EXAMINATIONS FOR THE DETERMINATION OF PERMANENT IMPAIRMENT.

Requires employer-requested medical examinations for workers' compensation cases involving the determination of permanent impairment to be performed by a physician selected by mutual agreement of the parties, or if no agreement, by a physician appointed by the director of the department of labor and industrial relations. RELATING TO THE HAWAII PUBLIC EMPLOYEES HEALTH FUND.

RELATING TO COLLECTIVE BARGAINING.

Delays the transfer of civil service employees from the Public Employees Health Fund to the Hawaii Employer-Union Health Benefits Trust Fund from July 1, 2003 to July 1, 2004. Requires the employer base composite monthly contribution for retirees to be adjusted annually beginning July 1, 2002, instead of July 1, 2004. Appropriates funds for unanticipated and unbudgeted increases in Public Employees Health Fund payments. (HB391 HD2)

RELATING TO GOVERNMENT.

Authorizes a board of water supply serving a population of 500,000 or more persons, to implement an experimental civil service modernization project without the approval from the Mayor. (HB554 HD2)
