RELATING TO THE POLICE DEPARTMENTS.

Requires the police departments to training officers in the handling of high-speed vehicle pursuits and provide guidelines for high-speed vehicle pursuits.

RELATING TO MOTOR VEHICLE REGISTRATION.

Authorizes the counties to provide pro-rated refunds for registrations that are turned in prior to their expiration dates.

RELATING TO VEHICLE SALVAGE.

Establishes titling standards and procedures for passenger motor vehicles, including specific titles for salvaged vehicles, nonrepairable vehicles, and flood damaged vehicles; establishes disclosure and labeling requirements for transfers of rebuilt salvage vehicles; establishes civil penalties for violation of titling requirements; authorizes attorney general to enforce titling requirements and to recover damages.

RELATING TO HIGHWAY SAFETY.

Disallows non-licensed individuals from purchasing and rebuilding salvaged vehicles, and includes airbags as a resale component that requires Department of Transportation approval.

RELATING TO DUNE BUGGIES.

Authorizes dune buggy replica vehicles to be licensed for use on public roadways as special interest vehicles; establishes registration standards.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Provides that golf carts shall not be driven at speeds over 15 mph or on a highway with speed limit of more than 20 mph; may be operated during certain hours, with exceptions, and only by licensed drivers or person sixteen years or older. Requires certain equipment. Applies only to an island with a population of less than 5,000 persons.

RELATING TO DRIVERS' LICENSES.

Restores language regarding the illegal display or possession of a fictitious or fraudulent driver's license and language regarding use of false or fictitious names in applications for driver's licenses that was mistakenly repealed.

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Authorizes the director of transportation to grant an intrastate waiver for insulin users to obtain a commercial driver's license.

RELATING TO COMMERCIAL DRIVER LICENSING.

Authorizes the issuance of commercial driver licenses to eligible persons domiciled in Hawaii.

RELATING TO COMMERCIAL DRIVER LICENSING.

Deletes the requirement that commercial driver's licenses include the licensee's social security number on the license.

RELATING TO COMMERCIAL DRIVER LICENSING.

Extends reciprocity to persons with a valid commercial driver's license issued by another state or a Canadian province.

RELATING TO SPECIAL LICENSE PLATES.

Allows for more than one vehicle registered in the name of a person with a disability and primarily used to transport the person to be issued special license plates.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
