RELATING TO MOTOR VEHICLES.

Provides for forfeiture of a motor vehicle for persons who have committed the offense of operating a vehicle under the influence of an intoxicant on three or more occasions. Requires increased community service.

RELATING TO THE LEASING OF SUBMERGED LANDS.

Allows the director of transportation, with the approval of the governor, to lease submerged lands and lands beneath tidal waters under the custody of the department of transportation for marine activities.

RELATING TO TRAFFIC VIOLATIONS.

Prohibits the operator of a motor vehicle from using a hand-held cellular phone while operating a motor vehicle. Provides exemptions. Imposes penalty.

RELATING TO CHILD PASSENGER SAFETY.

Requires drivers to place passengers under 4 years of age in a child passenger restraint system and passengers who are 4 and less than 8 years of age and under eighty pounds in a child safety seat or booster seat. Provides certain exception for children over sixty pounds.

RELATING TO DEPARTMENT OF TRANSPORTATION'S MARITIME RELATED USES.

Expands the types of public land leases that can be issued through negotiation to include disposition of public land for maritime-related users and uses.

HB 57

RELATING TO TRAFFIC ENFORCEMENT.

Provides for the implementation of a traffic-control signal monitoring system to produce recorded images of motor vehicles entering an intersection against a red signal indication. Establishes a 3-year pilot project in the city and county of Honolulu at five intersections.

RELATING TO MOTOR VEHICLES.

Exempts motor vehicle rental companies that periodically ship 10 or more vehicles between the islands or from the State from the requirements for removing and shipping vehicles.

RELATING TO IMPACT FEES.

Authorizes department of transportation and the counties to assess impact fees to help pay for highway improvements to serve new developments.

RELATING TO DRIVER EDUCATION.

Provides a tax credit for driver education programs.
