RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND.

Reduces the amount of general excise tax revenues deposited to the credit of the state educational facilities improvement special fund by the amount of certificates of participation (in addition to the amount of general obligation bonds) authorized for that fiscal year.

RELATING TO WORKERS' COMPENSATION.

Amends the definition of "medical care", "medical services", or "medical supplies" in the workers' compensation law to include services provided by occupational therapists and occupational therapy assistants; replaces reference to "masseur" with "licensed massage therapist." (HB731 HD 1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Authorizes the Hawaii teacher standards board to impose penalties against those persons who hire unlicensed individuals and those individuals who inaccurately portray themselves as licensed teachers.

RELATING TO NEW MOTOR VEHICLES.

Imposes a new motor vehicle tax for all vehicles weighing more than 4,000 pounds and having a purchase price of more than $35,000. Dedicates all revenue generated to the natural area reserve fund.

Appropriates $1,500,000 in FY 2003-2004 to the medicaid prescription drug rebate special fund.
